The Central Solvency Register (RegSol) is the digital platform for insolvency files. Courts (judges, judge-commissioners, delegated judges and registrars), trustees, debtors and creditors can create, store, sign and exchange the most important documents of an insolvency file online.
RegSol is managed by the community bars of Belgium: the Orde van Vlaamse Balies (OVB) and the Ordre des Barreaux francophones et germanophone (OBFG). Using the register implies acceptance of the terms of use, which you find under “terms of use” at the bottom right of the homepage.
The register is an authentic data source. It:
Bankruptcy Act of 1 December 2016 and Book XX “Insolvency of Enterprises” (Act of 11 August 2017). The Act of 1 December 2016 amended Belgian bankruptcy legislation: from then on, bankruptcy files are handled electronically through RegSol. The Act of 11 August 2017 introduced Book XX into the Code of Economic Law (CEL) and, from 1 May 2018, extended the register with:

Lawyers, creditors and debtors log in on RegSol Public with eID or itsme®. RegSol Private requires strong authentication; see the manual.
Documents in RegSol are signed with the electronic lawyer signature via itsme®. Activate it once at handtekening.dp-a.be.

Since the Act of 1 December 2016, bankruptcy files are handled electronically through RegSol. Debtors and their lawyers, creditors, trustees and the courts all work in the register.
RegSol Public is where debtors, their lawyers and creditors file declarations, claims and access requests. RegSol Private is where judges, registrars and trustees manage the files.
Lawyers sign with the electronic lawyer signature via itsme®, after a one-time activation. Other users sign with eID or itsme®.
Yes. Every party with a statutory right of inspection can request access to the file through RegSol Public.
